Toddler and baby rows follow the same scales at shorter lengths; use the kids converter for those, or measure the foot in cm.
Reading the chart
US and UK numbers look similar but sit one size apart for men (US 9 = UK 8); women's US sizes start from a different baseline (+1.5 over the men's scale). EU sizes include a functional allowance for the last, so they map less cleanly to foot length — that is the honest reason you will see EU 42–42.5 style cells here and half-size variation between brands in shops.
